Default Horn from Europe held up in US Customs

I bought a tenor sax that was shipped from Romania via their postal service. USPS Tracking shows:
April 28, 2017, 8:10 am Processed Through Facility ISC NEW YORK NY(USPS)

A week later, no horn, and it still showed the same thing, so I called the US Postal Service to see if they could give me more information.

(That process was interesting - I worked through the voicemail system, requested to talk to an agent, and they have a system where they will call you back when someone is available, which worked, and the agent was very friendly and knowledgeable.)

They told me that the horn is in customs in the US in NY, and the only way to find out what is going on is for the sender to do an "international inquiry" through their postal service. The USPS cannot do this, even though the horn is in the US. One thing the inquiry does is re-create the original shipping label. They said that often just the act of doing an international inquiry will result in the package being released for shipment, or it will trigger a communication from customs of what more they might need.

Has anyone else run into this situation?

That is basically what the USPS rep told me; but sending the inquiry can speed things up sometimes.

Gotta say it is odd, however...I have purchased occasionally from Eastern European sellers (yes Romania, also Bulgaria, plenty from Russia, even Hungary) and the horns always arrived in pretty decent time...no different than a shipment from any other overseas origin country; cannot recall ever having a shipment hung up in US Customs much.

But then again, that was Then...this is...y'know....

But I wouldn't worry too much, I mean, they were able to locate it at least.

Keep us updated on this, I'm curious what's going on.

The holdup may be because the sax may have been made in a country whose manufactured products are subjected to a tariff or import restriction coming into the US.

You need to check what kind of shipping has been used for the shipping...
    - Regular
    - Fast
    - Express
(some countries even offer a shipping by ship, which incredibly cheap... and slow!)

Customs are always busy, but according to the shipping product they used for the shipping (Regular, Fast... Express!), custom clearance may take from few hours to a couple of weeks. It's a matter of priority: you pay more to have higher priority.

I shipped a lot of goods from Italy to US. Never had a problem.
Even when I shipped between Christmass and New Years Eve.

Express Parcel take not more than 3 days (including the custom clearance).

Regular Mail... variabile, some time, not more than 2 weeks (including the custom clearance).

Romania is East Europe so the parcels may be subjected to more accurate controls.
You pay the additional VAT of your country and duty taxes (on musical instrument may be around 4%) (maybe a fee for all the process, you pay directly to USPS).

    ------------
If the instrument was shipped from Russia (being Russia under economic sanctions) no problem for the delivery... but you need to add about a 40% (over the local VAT and the duty taxes)... so no more deals from Russia!

Romania is into the Schengen Agreement, so no problem.

I’ve just sent a sax to the US from Europe and I have done so many times, with some rare exceptions ( which yours might be one too) especially the last couple of ones have arrived quickly, this one took less than a week altogether.

In three days the horns are out of the country ( and most EU intercontinental shipments are dealt from the NL) what happens when they arrive there is a different matter.

Customs (and parcels going through customs) have the occasional hold up due to mysterious reasons.

One of the most important things to do is to have all the custom declarations properly filled and , not unimportant, to add the phone number of the recipient.

I have sent saxophones made in all manner of countries and , in the norm, the customs just read “ Saxophone” on the description.

China, Taiwan , Japan or any European country ( Romania, like Hungary (Unlike Russia or Ukraine where there are also active conflicts going on) is in the EU , therefore not subject to any special treatment that might be reserved to countries NOT in the EU ) and no saxophone is STILL made there there) are not on any special list.

Just a bit of bad luck.

Sounds like they thought it was coming to me, Dermot! I have the worst luck with receiving shipments in a timely manner. The worst was eight days to get a horn from Ohio to Massachusetts! I could've walked it, in eight days!
Strive to be better than the day before.

I'm part owner of a business venture that ships containers to the US...sometimes there is a wait. It's rare but I've seen it take 6 weeks...

well, that is another thing altogether, parcels and containers are totally separate administration in customs

Horn arrived here yesterday (5/9) (hooray!); shipped from Romania on 4/21, still in Romania around 4/24, in New York around 4/28, to California 5/9.
