High C blows freely but middle c gets stuffy and flat

I have been playing my 1930 Buescher Tenor after I overhauled it. It doesn't quite play in tune from top to bottom so I started to re adjust the key heights. Starting with octave C and closing the B until it changes tone and or gets stuffy. I found the sweet spot and glued cork to the foot of the B key and the octave C is perfect! But when I drop down to middle C, the B key is too low because the middle C is stuffy and flat. Low C is fine. Do you have to find a happy medium for the B key that will satisfy both? Or is there something else going on. By the way, the High D is really stuffy, but I thought that will fall in place when I get the rest of the horn adjusted.
