Does anyone have experience with the current Chinese saxes being sold on eBay? There are couple of sellers who seem to offer a variety of finishes. Are these reasonably well built and designed? Acceptable intonation?

+1 on the Morgan.

There are also one from Runyon, Beecher, and Babbit. I think Caravan makes one too, but I've never tried one. All of these play with standard tenor reeds.

If you use the search function, you will find quite a few reviews of Chinese saxophones. They will tell you very quickly what the problems are. One thing you'll discover that it isn't like comparing two Yamahas or a Yanigasawa with a Martin, or whatever. The differences between two instruments from the same seller can be considerable, but I suppose you can be lucky.
