I'll give it a go. He uses tone rows in serial fashion, these sequences of notes are inverted, reversed, and transposed 48 ways through the course of the piece. The original sequence, the "prime" set, is only important in that it came first; it's unnecessary to try to identify it within the composition as every transformation of the tone row is equally significant. This contrasts with the way people identify "theme and variation" in traditional composition. The quality of "prime" doesn't arise from the peculiar relation of those particular notes; the quality is not "immanent", it's just that something had to come first. Or something like that. Maybe. I wonder if this quote is an example of "early Babbitt"?

Ahhh thanks for that. A techie discussion about serial composition.

I take it then that the word I referred to would normally be spelled imminent as in about to happen or come about

Nope. "Immanent" is a different word with a different meaning. Simplest synonym would be "inherent." So when Babbitt says "since the property of "primeness" is not an immanent one, but a relational one" he means that the property of primeness is not inherent in the sequence, it's only in relation to what follows it, i.e., that it came first.
