Default transposing Alto music to tenor

When transposing alto music for tenor do you go up or down a major second? The music I want to transpose is harlem nocturne, it's in the key of "A" the first note of the song is F#. can anyone help?

When transposing from alto to tenor, you go up a perfect 4th from the alto part (F# on alto would be a B on tenor)...
