    Fair point.

    I'll continue to send them as a letter but pack them so they fit through the gauge. If I'm asked what's inside I'll say a letter and try my luck.

    It could be that technically they are correct.

    An international letter should contain only paper. They ask what's in the letter and you say "mouthpiece patches" they would then call it a parcel.
