These pages come and go because they are not a legal way of distibution. Depending on where you live, copyright laws may or may not allow you to make a personal copy for your private use, but for distributing copyrighted material on a webpage you generally need a written agreement of the publishing company who legally owns the work. Most of these sites have not and will sooner or later be contacted by the lawyers of a publishing company and then dispappear.
