One of the alto players in Wyntons big band, the one that plays the black selmer, looks like he has a tenor mp on alto..... Anyone seen this?

I haven't seen this but I tried it. If the cork on your alto neck is thick enough, it'll play in tune as long as the tenor mouthpiece doesn't go in too far. It doesn't make the alto sound like a tenor but it certainly has a way bigger sound.

You can play all different sizes of mouthpieces on any horn (if you can make it fit to the neck), but since the chamber volume will not fit the sax, your intonation will not be even over the range of the horn. Some of this can be compensated by your embouchure unless the combination is too extreme.
There are good reasons why they are selling different mouthpieces and different reeds for different saxes
You must mean Wes Anderson, LCJO's lead alto player. I believe that (I probably read it from somewhere) he is using a Vandoren Java ALTO mpc.
