He is called 'Mr Acker Bilk' and it was played on clarinet by this British performer, and was a massive hit, I would guess around the '50's or early '60s. Acker Bilk came out of the trad jazz revival and as far as I know is still at it. Sorry I don't have the music, but with the right name you have more of a chance of finding it. For example:
