Are there any cases out there with locks? Also, are there any airline restrictions for locks on cases? Jazz band's going to Europe next year and I'm looking for a good, safe case for the trip.

There is a LOT of discussion on cases and flying. Take a look on the cases thread. Also, do a search of words like "airline", "Air travel" etc.
However, I don't recall anything about locks but keep in mind that when you fly all checked baggage must be unlocked so the locks don't help you in this instance. If you must check your sax case, unlocked, get a luggage strap and fasten it around the case.
Regarding carry-on baggage, I'm not sure what the advantage to a lockable case would be. I wouldn't worry about it. My Berkeley cases (which I air travel with) have one lockable latch. I have locked that in the past just as a double-check against the case opening up, but it's really not necessary since the case has five latches on it.
On my ProTec, which I do not travel with, the zipper and velcro handle keep everything protected from accidental opening.
